Function: configSecretVariables()

function configSecretVariables(manifest, config): ConfigSecretVariables;

The keys of the config's secret variables: the items with secret: true of the array at secretsFromConfig, each a secret of the install (AppSecretName rules, at most APP_LIMITS.configSecrets) whose value is stored, never kept in the config, with the places a step may use it (stepPlaces, some of SECRET_STEP_PLACES). Issues point at a value that is not an array, a key that is no secret name, a value in the config, a stepPlaces that is not a list of places, and places given to a variable that is not secret.
