Function: installHosts()

ts
function installHosts(
   manifest,
   config,
   env
): InstallHosts;

The hosts an install may call: the manifest's hosts, then the exact host of each URL its config holds at a hostsFromConfig pointer (a pointer without a value adds none), at most APP_LIMITS.installHosts. A URL is https, without userinfo or a wildcard, and names neither an IP address, localhost nor one of the deployment's own hosts (at any port); a port that is not the default joins its host (api.vendor.example:8443) unless browsers refuse it (portProblem). With private networks allowed (development stacks) http, localhost and IPv4 addresses pass. A manifest host covers a URL on its hostname and port alike. Each URL that may not be called is an issue at its pointer.
