Function: planInstallSave()

function planInstallSave(

): InstallSavePlan;

Weighs a save of install name: every host it adds must be in approveHosts (HostsNotApprovedError otherwise, listing them all); it is held when it adds hosts and approvals are required; one that is not held and asks enabled with a required secret missing is refused (AppNotConfiguredError). A held save keeps enabled for the approval, which switches the install on only when its required secrets are stored by then. Removing hosts never waits.
