What an install's secrets are under its config.

The names a value can be stored under: the manifest's secrets, then the secret variables.

What a call needs stored, in declared's order: each manifest secret without requiredWhen or with a condition that holds, each secret variable the config uses (<<key>>) or lets steps use (stepPlaces), and each name a {{secret:NAME}} of the config gives (one nothing declares last: it can never be stored).
