type HmacKeyEncoding = "utf8" | "base64" | "hex";

How a key's text becomes the key's bytes: as UTF-8 (the default), or decoded from base64 (standard or URL-safe; a leading whsec_, as Standard Webhooks secrets come, dropped first) or from hex. The host refuses text that does not decode, without naming the key.
